The vast majority of firearms used in violent crime were initially purchased from a licensed dealer by a person deemed legally eligible before crossing over to the illicit market. The authors review policies to prevent that crossover, including improved licensing and dealer oversight, background checks on all sales – including private sales, mandatory reporting of gun thefts, limiting purchases to one a month, banning high-risk guns, and tracing the source of crime guns.
